Bangladesh Solar Carbon Program. Captive, grid-connected and utility-scale solar — prepared properly.
A structured intake, MRV and eligibility-review programme for Bangladeshi solar plants. Terminal Carbon does not issue credits, does not guarantee issuance, and does not guarantee Article 6 authorization.
Additionality risk is real for already-operating solar.
If a plant was already built and financed without carbon revenue, additionality may be challenged by the standard or VVB. That does not automatically end the opportunity, but it means the project requires a serious carbon-standard consultant and an independent VVB review before any credit volume is promised.
Current status: portfolio under eligibility review.
No credits are currently represented as issued, available for transfer, or host-country authorized unless shown on a project-specific page with registry evidence. Expected volumes shown before registration and issuance are estimates only, not saleable credits.
Every solar project must prove who owns the tonne.
Before any methodology work begins, we require clear evidence that the project owner has the right to sell the environmental attributes. Without this, no credit can be honestly transacted.
- Who owns the project (SPV, beneficial owners, related-party disclosure)
- Who owns the environmental attributes / carbon rights
- Whether the PPA assigns or restricts carbon rights
- Whether lenders, government or offtakers have any restriction
- Whether credits (or RECs) were already claimed or sold elsewhere
- Host-country position on Article 6 authorization for this asset class
Related-party disclosure.
Some initial solar assets in this programme may be family-linked. These projects are clearly labelled and require independent VVB review before any buyer promotion. See our related-party policy and the public conflict-of-interest register.
What a project page actually looks like.
- Capacity
- XX MW (grid-connected)
- Route under review
- JCM · Gold Standard · Verra VCS
- Commercial operation date
- Disclosed in data room
- Related-party flag
- Yes — family-linked SPV (disclosed)
- Missing evidence
- Carbon-rights letter · COD certificate · 24 months generation data
- Key risk
- Additionality not yet confirmed — VVB review required
- Independent VVB
- To be appointed at validation
- Indicative volume
- Estimate only · not saleable until issuance
Buyer data rooms are available by invitation only after KYB / KYC, sanctions screening and an executed NDA. See our KYC / AML policy.

What this programme covers.
Captive solar
Behind-the-meter solar with metered captive consumption and grid-import data.
Grid-connected solar
Plants exporting to the national grid with PPA, COD certificate and export meter calibration.
Utility-scale solar
Larger grouped plants suitable for grouped-project pathways under VCS or Gold Standard.
What we collect for every plant.
This is the same checklist any serious VVB will apply. Projects move from Draft to Pre-screened only after the project-identity block is complete.
Project identity
- Project name and SPV / company registration
- Beneficial owners + related-party disclosure
- GPS boundary and site location
- Installed capacity (MWdc / MWac)
- Technology type (grid-connected / captive / hybrid / battery)
- Commercial operation date (COD)
- Expected lifetime and current operational status
Commercial and legal documents
- PPA or offtake agreement
- Tariff approval
- Grid interconnection approval
- Metering agreement
- Land lease / title documents
- Environmental clearance / EIA
- EPC and O&M contracts
- Insurance and financing agreements
- Carbon-rights ownership letter
MRV data
- Monthly net electricity exported to grid
- Captive consumption (if any) and grid import (if any)
- Plant downtime and curtailment records
- Meter calibration certificates
- SCADA / inverter / weather data
- Grid emission factor source and monitoring period
- Data QA/QC logs
Additionality evidence
- Financial model before and after carbon revenue
- Debt terms, equity IRR, PPA tariff comparison
- Barriers to finance
- Common-practice analysis at approval date
- Evidence carbon revenue was considered before project start
- Explanation if project is already operating
One project, one route — chosen with the buyer in mind.
Each project is assigned a single primary standard route, documented in a Project Route Decision Memo with expected timeline, cost and risk.
JCM (Japan)
Bangladesh has a Joint Crediting Mechanism with Japan. Strong fit for Japanese buyers requiring conservative methodology and full government-process documentation.
Article 6.2 (Korea)
Bangladesh has a bilateral cooperative approach with Korea. Buyer assesses K-ETS eligibility — we do not pre-certify it.
Gold Standard
Renewable-energy projects supplying a national / regional grid from non-fossil sources, with SDG co-benefits.
Verra VCS
Larger grouped or captive solar where methodology fit and additionality evidence are strong.
Global Carbon Council
Gulf-facing voluntary buyers; alternative route depending on buyer preference.
Voluntary-only
Where corresponding adjustment is not required and the buyer is comfortable with a non-authorized credit.
From draft to retired — explicit at every step.
We never use a single "verified" badge. A project is only available for offtake or transfer once issuance (and where required, host-country authorization) is complete.
Project owner has started submission.
Terminal Carbon has reviewed basic eligibility.
Missing documents or MRV data.
Possible fit with a methodology, not confirmed.
Submitted to standard / VVB for validation.
Accepted by Verra, Gold Standard, JCM, GCC, PACM, etc.
Project generating monitored emission reductions.
VVB is verifying the monitoring report.
Credits have been issued with serial numbers.
Bangladesh authorization / LoA obtained where required.
Buyer may negotiate forward purchase.
Issued credits available for registry transfer.
Credit retired and no longer tradable.
